There is increasing political and global attention to and awareness of the issue of renewable energy and respect for the environment. Enshrining a major breakthrough on this sector is the RES1 decree, published in the Official Gazette, which supports the production of energy from renewable sources to meet the European 2030 targets defined in the National Integrated Energy and Climate Plan (NIPEC).
Signed by Economic Development Minister Luigi Di Maio and Environment Minister Sergio Costa, the decree will pursue the goal of giving a major boost to renewable energy production, creating new jobs and contributing to the implementation of the energy transition, with a view to decarbonization.
The implementation of the measure will allow the construction of plants with a total capacity of approx.
8,000 MW with an increase in production from renewable sources of about 12 billion kWh and with activated investments estimated in the range of 10 billion euros.
With the incentives, priority will be given to:
- facilities built on closed landfills and on Sites of National Interest for the purpose of remediation. On schools, hospitals and other public buildings for photovoltaic systems whose modules are installed to replace roofs of buildings and rural buildings on which the complete removal of asbestos or asbestos is carried out;
- hydroelectric plants that comply with the construction characteristics of the DM June 23, 2016, those powered by residual gas from sewage processes or that provide coverage of digestate tanks;
- all installations connected in ‘parallel’ with the electricity grid and electric car charging stations (provided that the charging power is not less than 15 percent of the installation’s power and that each charging station has a power of at least 15 kW).
Also changing is the way in which the premium on self-consumption is recognized: for installations of up to 100 kW on buildings, a premium equal to 10 euros the Mwh cumulative with that for modules replacing asbestos-containing roofing is given on the share of net production consumed on site. The premium is granted retrospectively provided that the self-consumed energy is more than 40 percent of net production. Only hydroelectric plants that meet certain requirements that allow for the protection of water bodies, and based on an assessment by Arpa, will be eligible for incentives. Photovoltaic plants built in place of asbestos or eternit roofs will be entitled, in addition to electricity incentives, to a premium of 12 euros/MWh on all energy produced.
Facilities will be eligible to participate in the calls for the selection of projects for inclusion in the registers:
- Of new construction, fully reconstructed and reactivated, with power less than 1Mw;
- subject to upgrading interventions if the difference between the power after the intervention and the power before the intervention is less than 1 Mw;
- Subject of redo of power less than 1Mw.
Photovoltaic systems are allowed only for new construction and built with newly constructed components. The RES1 measure provides access to incentives, subject to competitive bidding procedures, for four different groups of plants. Depending on the capacity of the plant, the decree provides two different ways to allocate the available 8,000 MW.
